I can see the arguments that would be put forth.

  1. This will steal the livelihood of authors. Instead of 10,000 copies, only 10 would be sold to libraries.
  2. Why should knowledge be free? If you want to profit from that knowledge, you should be willing to invest.
  3. Reading is not an essential human activity. Why should I pay for your leisure and laziness?
  4. People will only read sleazy novels and communist propaganda.

That said, one thing we must keep in mind that best libraries, roads, railways, public schools, etc. are in countries that are Capitalist (or at least Centrist). The countries with Socialism in the Constitution tend to have the worst of these public services. Exceptions exist, of course.
